Why Europe Has Increased Coal Imports from Abroad

Coal imports to a hub in the first half jumped 35% from a year earlier. Low inventories and concerns over energy security are prompting the move.

With the Russian-Ukrainian conflict, many European coal buyers are trying to find substitute suppliers, boosting coal imports at Rotterdam by over a third. Thanks to this new influx of supply, stocks are starting to refill.

A report published by Kpler, a data intelligence company that offers satellite capacity to monitor ship movements and trucking activity, found coal imports in the Antwerp-Rotterdam-Amsterdam region increased three and a half times in the first six months of this year.

On the downside, there is major congestion at ports because of the flood of imports. This may have contributed to the doubling of coal inventories at ARA from a five-year low.

Shipments and imports are soaring as people scramble to replace items that were bought before Moscow's invasion of Ukraine. More coal from the US, Colombia and Australia is replacing what was bought before the invasion because it produces better quality or a higher calorific value material.

The competition for coal is on the rise as power generators across Asia and Europe seek to secure additional shipments amid an energy crunch. Germany and Austria are reviving idled coal power plants in response to Russian gas supply curbs, while Japan and South Korea are stockpiling coal ahead of hotter summer weather.

The global fuel shortage has steadily increased, with prices rising as well. Coal futures reached a record this month in the E.U., with no end in sight to the crisis, a new report from IndexBox says.

Various Australian exporters, including Whitehaven Coal Ltd who is based in Sydney, have had inquiries from countries including Poland over the last few months due to the supply trade dispute. In addition, Whitehaven Coal Ltd offered 70,000 tons of coal for a government aid package sent to Ukraine.

It is now viable for traders to send cargoes from the Asia-Pacific region, even after accounting for the high shipping costs for the longer journey. Low-quality Indonesian coal has also made its way into Europe, although Kpler suggested it was likely blended with US material with a higher calorific value.

Port congestion at the ports is hitting coal shipments hard

71 drybulk ships are waiting at anchor off Rotterdam, Amsterdam and Antwerp. Kpler estimates a 10 day waiting time for coal vessels. Low river levels have contributed to the wait. However, this will reduce to 8 days by mid-July.

The Rotterdam coal terminal has been experiencing full storage capacity and is struggling with transportation of fuel inland. This challenge is made more difficult because many vessels are tied up with exports of iron ore and grain.
